Bio: Yes like the others, Hororo is studying in hopes of becoming human. Hororo herself tend to be out of it all the time. She's your anime odd ball as it were. Some of the scenes she has only promotes this idea

Opinion: She's like the child you like for being silly. She also adds a nice level of humor to the show. Without her the humor could be cut down by half. Seriously.
